Betras (Rebecca Wood) is a former Cardassian Glinn, imprisoned for murdering an officer under her command on Radjic VI, a world where a mass grave of Bajorans was discovered in 2380, 35 years after they were killed by their Cardassian prison guards, and is now in league with Siroc, rogue telepath Surgant, and the Orion pirate, Vorina.

Discovery on Radjic VI
The Cardassians had been operating a secret terraforming facility that had been conducting illegal research using highly unstable protomatter which doomed terraforming technology. After the discovery of the mass grave by the USS Aldrin, the Cardassian Central Command dispatched Gul Desset, Betras and Hanar to assist Starfleet in the investigation of the killings. However, Betras was determined to prevent Starfleet from discovering the truth in order to keep the Federation from suspecting that a Cardassian faction had resumed protomatter experiments in order to create new planets with resources that could be exploited by the Cardassian Union, which is still recovering from the Dominion War's aftermath. Hanar, Lieutenant Corey Aster and Ensign Ro Nevin prevented her from carrying out her plot, but Hanar was killed in the effort. Betras was sentenced to life imprisonment in a medium-security facility on one of the moons of Cardassia Prime. Betras escaped from prison with outside assistance. ("Homeport")
In League with Siroc
During his time in hiding on Deep Space 12, Surgant tracked the activities of now-Lieutenant Ro on Betras' behalf. Starfleet learned about Betras' whereabouts, and her ties to Siroc, on an undercover mission to the Orion Syndicate's homeworld, where the USS Excelsior's officers retrieved a tetrahedron key. Betras and Surgant attacked Lieutenant Andrew Barrett, who sacrificed himself so his crewmates could escape. He is listed as 'missing in action' and feared dead. ("Vigil")
The "Real" Betras
"Grave Matters" writer Carlos Pedraza based the character of Betras on the former president of Serbia, Biljana Plavsic, the only woman brought to trial at The Hague for war crimes in the former Yugoslavia. Dr. Biljana Plavšic is a Serb politician and a university professor from Bosnia-Herzegovina, currently serving a sentence in Sweden as a result of a conviction for war crimes. Before her political engagements, she taught biology at the University of Sarajevo and was the head of the school's biology department. She is a Fulbright Scholar.
Besides being the highest-ranking Bosnian Serb politician to be sentenced, she was also known for her fiery nationalist statements during the War in Bosnia. Biljana Plavsic was renowned throughout the 1990s as an uncompromising apologist of ethnic cleansing. The self-styled "Serbian Iron Lady" once defended the purge of Bosnian non-Serbs as "a natural phenomenon," not a war crime. In 1992, a widely-circulated photographed showed her stepping over the body of a dead Muslim civilian to kiss the notorious Serb warlord Zeljko Raznjatovic, known as Arkan. Mrs Plavsic was virulently anti-Muslim.
Faced with the possibility of a long prison sentence, Palavsic admitted remorse for the crimes against humanity she admitted to have been responsible for as a high-level politician.
