Siroc (played by Jim Fox-Davis) is a mastermind who behind the Tholians' press for war. He has been assisting the Tholians in their understanding of the Briar Patch and has known ties to the Orion Syndicate, including member Vorina, former Starfleet Lieutenant Milo Surgant, and former Cardassian Glinn Betras.
Early Days
Siroc is a contemporary of Tolian Naros, who shared with him knowledge of the currents within the Briar Patch. After Naros refused the Tren'La the knowledge of the currents, the Tren'La went to Siroc for that answer.
During a disagreement between Naros and Siroc 200 years ago, Siroc was stranded in the middle of the Patch.
Rediscovered
In 2379, while investigating the suspected attack on the Grey Research Facility station, Naros came to Hell's Gate station, where he met Siroc once again, suspecting that he was behind Sha'kev's employment on the Tholians' behalf. He successfully transported Siroc onboard his runabout and led his way towards the disabled Grey battleship, where tetrahedron keys were located.
There, Naros and Siroc beamed themselves onboard the battleship, only to be contacted by the runabout informing him about the arrival of the USS Excelsior, along with the Tholian carrier. Naros attempted to contact the runabout and Excelsior, but Siroc pushed Naros aside, taking his phaser and the Tetrahedron_key. Naros then attempted to find him, and successfully retrieved back his phaser, but Siroc escaped with the Grey battleship and the tetrahedron keys, hiding both in a location inside the Briar Patch. ("Hell's Gate, Part 1 & 2")
Siroc ordered Vorina to make a scans for the Ba'ku surface, as well as cooling down the planet itself in 2381. ("Entanglement") A few months thereafter, he went to Deep Space 12 to negotiate peace talks, but was imprisoned, stating that he was dangerous. Naros again met Siroc onboard the Tholian ship, but in the end, Naros insist on stopping him. Siroc was then back onboard Deep Space 12 for a meeting about the massing of the Tholian blockade before he left Deep Space 12. ("Imminent Danger")
In 2382, rogue Betazoid Milo Surgant, who was responsible for a mental assault on Counselor Myra Elbrey ("Dancing in the Dark"), and former Orion slave girl Vorina met with Betras to join Siroc ("Homeport") at what was his secret base in the Tren'La system, built by the Tholians as a launching point for Siroc's planned assault on the Grey's Dyson Sphere. Siroc used the tetrahedron he stole from the Cardassians to overwhelm two Federation starships patrolling the Briar Patch -- the USS Sadat and the USS Kennedy. ("Beachhead")
Siroc was in the Tholians' base around Tren'La for months, until attacked by the Federation and its allies. Captain Naros' ship, the USS Helena disabled the tetrahedron, allowing the combined Federation-Klingon-Romulan-Cardassian fleet to gain the upper hand. Siroc refused to surrender, instead, having Admiral Knapp's daughter, Traya, kidnapped from the Cardassian Cultural Institute. Knapp then ordered the fleet to stand down, allowing Siroc to order Betras to signal the Tholians to open fire on the Excelsior and upon its destruction, Siroc contacted Vorina to kill Traya.
